ITANAGAR, Sep 16: The National Scheduled Tribe Finance & Development Corporation (NSTFDC), a govt of India undertaking under the Ministry of Tribal Affairs has inked a memorandum of undertaking (MoU) with the Arunachal Pradesh State Cooperative Apex Bank Limited (APSCABL), appointing the later as additional channelizing agent for various scheduled tribe related programmes for Arunachal Pradesh.
Witnessing the MoU signing, Chief Minister Nabam Tuki termed it a red letter day for the State and exuded hope that the two agencies would cater to the needs of the tribal populace of the State.
While welcoming the noble decision of NSTFDC for appointing Apex Bank as the additional channelizing agent, the CM exuded confidence that with the entire 32 branches of the Cooperative Apex Bank located mainly in remote areas, the basic objective of the Corporation to support people for employment generation and raise their level of income would be achieved.
“My govt is conscious that we need to create rich pool of human capital to address the concern of unemployment amongst our youths. You all will appreciate that we have created a separate department for Skill Development & Employment Generation to address the problem of unemployment and under employment in the State,” Tuki informed gathering.
He further disclosed that Employment Generation Council and the State Skill Development Council have been constituted with an objective to firstly provide skills and then identify gainful employment opportunity for the youths.
“One lakh jobs by the end of the 12th Five Year Plan is the target for the State and till date we have successfully employed 31048 youths,” a visibly happy Tuki said.
He also divulged new programmes introduced in the state’s current budget viz. a loan-cum-subsidy scheme for eligible unemployed youths of Arunachal Pradesh for setting up stone crushers/stone quarries so that sufficient aggregates are made available for speedy completion of road works by implementing agencies.
The CM suggested NSTFDC and APSCABL to come forward for more financing programmes especially in skill development and employment generation through institutional and job training, besides focusing on agri and allied sectors.
He further requested the NSTFDC and Cooperative Apex Bank to support students pursuing job oriented courses like UPSC, APSC and other competitive examinations. Tuki suggested for providing educational loans to the tribal citizens on easy documents so that more and more youths from the state can pursue quality education.
Speaking on the occasion, Chief Secretary Ramesh Negi emphasized on project formulation considering the viability of the projects/schemes. He stressed on the agencies to build linkages between the local entrepreneurs and the market so that the produces of the locals are properly marketed.
In his keynote address, the CMD of NSTFDC G Ramesh Kumar while giving an overview of the programmes and functions of the Corporation hoped that the welfare measures taken up in Arunachal Pradesh would bear fruitful results with the involvement of APSCABL which has deep rooted presence in the grass root level. He sought support from the State govt for successful implementation of all the programmes initiated by the Corporation.
The MoU was signed by the NSTFDC CMD Kumar and APSCABL Administrator Dr Olik Taring. Among others, Parliamentary Secretary for Education and govt spokesperson Bamang Felix, Secretary (Cooperation), members from NSTFDC and Apex Bank were present.
