CM ‘assures’ probe into assault on APCS officers
ITANAGAR, Jun 28: A delegation of Arunachal Pradesh Civil Service Officers’ Association (APCSOA) today called on Chief Minister Nabam Tuki to apprise him of their various demands including institution of enquiry into the cases of assault on APCS officers during the recently held Panchayati Raj election, timely transfer of officers by invoking the Rule 28(3) of part IX (Miscellaneous) of APCS recruitment rule, grant of soft loan to APCS officers, providing of adequate infrastructure in all Admin HQs including security, posting of 5 Addl Secretary to govt and early submission of Bagra Committee report.
The APCSOA, in a release informed that the Chief Minister assured to constitute a Committee headed by a Commissioner or Secretary of the govt to inquire into the cases of assault on the APCS officers. He was also in favour of the ‘proposal’ for posting of officers to the hard, medium and soft belts on rotation basis.
On the demand for granting soft loan to APCS officers, the Chief Minister agreed the proposal in principle, maintaining that the civil servants being the local guardian of the people of their jurisdiction must have facilities to stay with dignity.
The Chief Minister advised the Association members to maintain discipline and strictly follow the guidelines, acts and rules, and not to get governed by other mediums to avoid ugly situations.
Further, he requested the Association not to resort to strike etc as APCS officers are the backbone of the govt and such act will paralyze the govt functioning. The grievances of the APCS officers will be looked into at best possible on priority, he added.

DC asks all departments to be well prepared to tackle natural disaster
ITANAGAR, Jun 28: In a bid to tackle natural disaster, Capital DC Sanjay Goel instructed all the departments to be well prepared and to work in unison so that the best possible action is taken in any eventuality.
He was addressing a meeting at his office chamber here today.
While presenting an overall view of the stock of equipments available with the department, SP, Fire and Emergency Services, Kime Aya told the DC about the strength of the department.
SDPO Naharlagun, Jummar Basar informed about the preparedness of Police department to combat any disaster and called for carrying out demonstration workshop by the National Disaster Response Force (NDRF) in the state besides providing training to police personnel.
He said it would be really helpful as they are well trained to deal with disasters.
While assuring them of all possible help, the DC asked them to be alert and be prepared with whatever force and equipments that they have and inform the DC office immediately in case of any emergency.
The officials from PWD were asked to carry out regular drain cleaning and keep their machineries in good working condition.
Calling upon the concerned departments to take care of their assets, the DC said that if any damage is caused, it should be reported to the DC office, and asked them to direct their JEs to take report of every sector every three-four days and to further survey the vulnerable areas and submit report to him.
The DC asked the EE PHE, Tadar Mangku to ensure that good quality water is supplied to the residents and to keep the provisions for packaged potable water ready in case of any exigency. The EE was also asked to keep the mobile water tankers in good running condition.
Further, the DC asked the Deputy Director of UD, Gyamar Tachung to streamline the system of garbage dumping and keep the city neat and clean.
Tachung informed that all the trashes are now being dumped at Hollongi, away from the town. (DIPRO)

Consistent rains snap road communication

PASIGHAT, Jun 28: The heavy downpour from last three days has disrupted road communication between Mebo and Dhola yesterday with persistent rain sweeping away the wooden bridges on river Kadang between Ngopok and Motum Tinali, river Tassing between Borguli and Seram and river Tarotamak between Namsing ang Gadum villages.
MLA Ralom Borang has allotted Rs 1 lakh from his MLALAD fund for immediate restoration of road communication.
While informing about his immediate restoration effort, Borang said, ‘I have allotted Rs. 1 Lakh to the PRI leaders of Ngopok village for construction of a fare free wooden bridge over another part of river Kadang. Boats have also been pressed into service to ferry commuters at Tassing and Tarotamak rivers.”
The restoration efforts were also made by PRI leaders of Monggu-Banggo Anchal Block.
Meanwhile, the concrete bridge over river Tassing will be ready for use within a month, informed sources which will hopefully reduce huge fare charged by boatmen.
Along with other rivers of the district, the mighty Siang river is also flowing above danger level, sources said.

Anti-malaria drive in Tirap
KHONSA, Jun 28: As part of efforts to eradicate malaria, Sevakendra (an NGO under Miao Diocese) in collaboration with District Health Society, Khonsa organized a training programme on June 27-28 in connection with observation of Anti-Malaria Month.
Dr T Matey, DVBDCO cum in-charge DMO, while inaugurating the programme, highlighted the malarial disease in Tirap district and requested the community health volunteers (CHVs) to give their selfless services to the society.
Around 15 community health volunteers from different malaria-prone villages participated in the two-day training programme.
The basic aim of training was to provide better services to the interior villages in Tirap by involving the village volunteers in the healthcare system. The two days training session was to teach the CHVs about the causes, diagnosis, treatment and prevention of malaria. DVBDCP staffs demonstrated the rapid diagnosis test (RDT), slide test, etc to diagnose the malaria parasite. Practical session was also arranged by each health volunteer.
At the end of the training programme, malaria testing kits and medicines were distributed by Sevakendra. The programme was ended with the vote of thanks by Fedrin Paul, DPO, Sevakendra-Caritas IMCP-II project.

DC inspects TAH construction
SEPPA, Jun 28: East Kameng DC Tarin Dakpe along with a team of officials including Supdt of Police, ADC and LRSO yesterday inspected the Bana to Seppa stretch of Trans-Arunachal Highway (TAH) construction.
The DC also interacted with the people of the area including Kafla village along the highway and meticulously identified the ownership and rectified claims of compensation for the affected land & properties.
He also had interaction with the officials of VNCPL Company Ltd, the executing agency for the said road at Bana and directed them to take over immediately the TAH from Seppa to Khodaso. He instructed VNCPL Company Ltd to fill up the potholes of Seppa-Bana road for which the company agreed to do so.
The DC also inspected the town drainage system and the source of drinking water supply from Type-I colony to main market. Later, he visited the site of Mini-Secretariat building and directed PWD to take it up immediately. (DIPRO)

DLSA holds Lok Adalat
BOMDILA, Jun 28: A Lok Adalat was held at the district headquarters, Bomdila, on Wednesday by the District Legal Services Authority (DLSA) in an attempt to dispose off various cases with some of them dating back to 15 years and more. Altogether, 81 cases under Motor Accident Claims Tribunal (MACT) and compoundable criminal cases of the district were up for hearing and disposal.
The chairman Lok Adalat cum member MACT A K Singh (DC) assisted by ADC Habung Donyi, Circle Officer Koj Yabyang and advocates Khamu Dessisow and Gombu Tsering Gonpapa disposed off 20 out of 45 compoundable criminal cases of Bomdila, Rupa and Dirang courts. The rest were referred to the regular courts.
Of the 36 MACT cases, only one could be settled for Rs 3,50,000. The rest had to be referred to regular court as the advocates representing the Tezpur based Oriental Insurance Co Ltd, National Insurance Co Ltd and New India Assurance Co Ltd submitted the insurance companies’ intent to contest the claims in the regular court.

PR leaders get a brief on BRGF
DAPORIJO, Jun 28: A meeting for the newly elected ZPMs, AS chairpersons and all the member secretaries, PRI, Upper Subansiri district was held at the Rijo conference hall here today with ZP Chairperson Sushil Nalo in the chair and attended by DC Tahang Taggu, ADC cum DPDO Gejum Ete, DPO S Timba and others.
The PRI members present were briefed about the Backward Region Grant Fund (BRGF) being implemented in the district and its finer points discussed as a prelude to the District Planning Committee (DPC) meeting.
The ZP chairperson, in his address, urged all the PRI members to work together to bring about noticeable changes and development in the district.
Regarding the BRGF, he said that with the provision of “proper” guidance by the member secretaries and pooling of ideas and resources by the PRI members, a comprehensive infrastructure can be developed in the district which will be beneficial for the people of the area.
DC Tahang Taggu advised all the PRI members present to work together as a team and to set aside all their personal and political differences as now they are the people’s representatives. He also stressed on the need for the newly elected PRI members to continue the good work done by their predecessors and not to undo it for their own personal gains.
To be a good leader one should strive to make oneself capable of dealing with all kinds of situations and people and this is possible only if one has the right information and knowledge, said the DPDO while stressing on the need for the PRI members to attend meetings and trainings organized by the PR department.
He also explained in detail about the Panchayati Raj and its powers and functions in the state.
The DPO while dwelling at length on BRGF called upon all concerned to work in tandem with each other, setting aside all differences for the greater welfare of the district. (DIPRO)

AAP for Tali Anchal Samiti approved
ITANAGAR, Jun 28: A meeting of Tali Anchal Samiti in Kurung Kumey district was held yesterday under the chairmanship of Yura Yallong, AS chairperson to finalize the draft Annual Action Plan (AAP) of centrally sponsored schemes for the year 2013-14 in respect of CD Block Tali.
Tali BDO Nani Taka, in his address, elaborated on nature and guidelines of centrally sponsored schemes available with the CD Blocks and urged the members present to cooperate with the Block functionary officials for successful implementation of all the CS schemes pertaining to CD Block Tali.
The meeting discussed threadbare on MG-NREGA, IAY, SGSY, SHG, IWMP and Block office infrastructure development like residential quarter for Block staff in which all the ASMs, chairpersons Gram Panchayat and ZPM Tatung Talin took active participation on finalization of AAP.
The House passed AAP of all the centrally sponsored schemes as per ground feasibility and viability of scheme.
The ZPM and AS chairperson exhorted all PRI members to go hand in hand with the BDO and his functionaries to make implementation of any scheme a success.
